RECREATION & COMMUNITY ENHANCEMENT

MASTER PLAN COMPLETED

Genesis Consulting Group of Columbia, South Carolina was selected to develop a comprehensive master plan addressing leisure services and community enhancement for Georgetown County. County Council commissioned this plan to provide the imformation and tools required to further prioritze and develop the many leisure service and community development projects identified through the strategic planning process.

Genesis consultants made a presentation to County Council on April 28, 2008 containing recommendations for facilities needed within each area of the county. At this presentation County Council conceptually approved the plan as presented.

Land Acquisiton

Andrews Region

43 acres - Olive Street

Georgetown Region

375 acre International Paper Eight Oaks Tree Farm located on Hwy 521

7 acres adjacent to School District offices & Beck Gymnasium

Northwest Region

200 acres adjacent to the Choppee Regional Resource Center and Rocky Point Road

Waccamaw Neck Region

Approximately 80 acres located adjacent to Pettigru, Parkersville and Ford Roads

One parcel of this property, which includes a building in usable condition, is being utilized for youth programs.


Master Site Planning

Twenty six firms responded to an RFP for master site planning services issued during spring 2009. Eleven firms were selected to make presentations in June 2009. From these presentations four firms were selected and have received an RFQ. From this RFQ four firms were selected to prepare master site plans matching the components of the recreation master plan to available land. These firms include:

SGA (Steve Goggins & Associates) - Wacammaw Neck Region

Wood & Partners - Georgetown Region

Woolpert - Andrews Region

DDC - Northwest Region


Community Park Development

New Community Parks were constructed at Pee Dee, Saint Paul, Oatland, Oceda and Plantersville during 2009.

Lanes Creek

A 5 acre parcel acquired for future development

Parkersville

A picnic shelter funded by a SCPRT PARD grant was installed at this park in late 2009.

Wachesaw

A SCPRT PARD grant funded soccer field project has been completed at this location. This project includes installation of field lighting, fencing, field seeding and acquistion of new soccer goals.

CIP funding has been utilized to complete a comprehensive renovation of the consession/restroom building. Additional improvements are planned in 2011.

South Island

Installation of a new picnic shelter, funded by a SCPRT PARD grant was completed in late summer 2009.


South Island Field Project

Construction of 3 modified and one large soccer field was completed by S&R turf in fall 2009. The city of Georgetown electric department assisted with this project by performing installation of field lighting.

 


Playground Renovation Project

County Council approved CIP funding for acquisiton of materials needed to replace playground surfacing at all playgrounds throughout the county. Park Maintenance staff completed installation work for this initial renovation project during 2009. Funding was also approved on an annual basis to improve surfacing maintenance. As a result Park Maintenance staff now annually accesses and replenishes surfacing materials at county maintained public playgrounds.

 


Boat Landing Renovation Projects

Staff worked with SCDNR to complete planning and obtain funding for renovation projects of several boat landings identified in the recreation master plan.

SCDNR Engineering Division designed / developed construction documents and provided assistance in obtaining State and Federal funding for comprehensive renovation projects at Petersfield and Brown's Ferry Landings.

Petersfield Landing renovation was completed in the spring of 2011, Brown's Ferry renovation is underway with completion expected in May, 2011.

Staff is also working with SCDNR on Hagley and Rocky Point landing improvement recommendations.
